The Friends of Istokpoga Board of Directors for 2022
The Board of Directors is made up of seven volunteers that are elected at our annual meeting in February. The officers are selected from and by the Board Of Directors.
Directors and officers serve for a term of one year.

2022 Board of Directors
Ann and her husband Rick have been full-time residents on the north shore of lake Istokpoga since 2016.
Ann is originally from Michigan and began wintering in Lake Wales in 2009.
She has worked in various IT positions since the early 90’s. She recently retired after selling the web and database development company she and her sister founded in 2007.
Ann and her husband Rick have 3 children – two in Michigan and one in Arkansas. She loves to fish, read, study wildlife, garden and is especially interested in photography.
Ann assists in maintaining the Friends website and the two FOI Facebook pages.
Bert has been a member of Friends of Istokpoga since its inception and served as the President for several years.
He’s the one who arranges the facilities, ensures our insurance coverage and other expenses are covered, and works behind the scenes to make sure everything is taken care of.
His years of experience are invaluable to the operation of the Friends of Istokpoga.
Vice-President2020 - Rick was born and raised in California, where he enlisted in the US Army. After 21 years of service, Rick retired at Fort McPherson in Atlanta, Georgia.
He was a Special Education teacher for 5 years in Douglasville, Georgia, where he initiated Adopt A Stream, Adopt A Watershed, and Adopt A Lake education programs. He has a good background in lake management, from a professional side as well as from the view of a fisherman.
He was also employed by the Georgia Department of Veterans Service and retired as Director of Operations in 2016.
Rick and his wife Ann enjoy traveling, growing orchids, fishing, and living on Lake Istokpoga.
Roger is originally from West Virginia and moved to Florida at about the age of 18.
He has excelled as a building contractor in the construction industry and built his own house in Istokpoga Shores.
Roger joined Friends of Istokpoga in 2008 and has been invaluable as the organization’s treasurer. In that capacity Roger is important to the organization’s success in maintaining the records and bank account, and also looking after the correspondence and FOI’s mailbox.
Roger is really at the center of the day-to-day activities of the Friends of Istokpoga.
Treasurer2009 - 2022 Directors Bill Dwinell’s background includes service in the US Navy for 4 years as an electronics technician. Afterward, he joined the IBM Corporation.
While at IBM he was a Field Engineer in Louisville, KY; an instructor and course developer in Washington, D.C.; a Field Manager in Shreveport, LA; and held several positions in Boca Raton, FL, including, PC software support Planner in PC Division, New Products Manager in the Industrial PC Division, OS2 Pre-release Product Support Manager, OS2 Developer Support Manager, and OS2 Developer Marketing Support Manager.
Upon retirement from IBM after 31 years, he moved to Lake Placid. As a homeowner and fisherman on Lake Istokpoga, he recognized the need for citizen involvement and coordination with the number of government agencies that maintained the lake.
In 1998, Bill met with a small group of Istokpoga residents and subsequently founded the Friends of Istokpoga. After creating the organization, he served as President for about 8 years and has served as a director since then.
Founder, Director Emeritus
Jim retired after 34 years in the US Air Force, where he was an experimental test pilot and qualified as a pilot for the military space program.
His final assignments were in Hong Kong, Bangkok and Honolulu, and after retiring he stayed in Asia as the Director for Business Development – Asia for Unisys Defense Systems.
After moving to Florida, he managed the Florida Yards and Neighborhoods program in Palm Beach County and managed a local lake there.
Most of you probably know him as that annoying guy who would interrupt your fishing to find out what you’d caught and how long you’ve been fishing.
Post-retirement, he’s active on a variety of lake-oriented operations and is working with Highlands County on the plans for bass tournament facilities improvements on Lake Istokpoga.
